JOB SUMMARY:
The CIS Engineer assists in development, preparation of plans, and execution as CIS Chief or Deputy CIS and provides support for exercises and events working closely with other NATO entities and contractor support agencies on all aspects relating to CIS plans and requirements.
JOB RESPONSIBILITIES:
Represents the Training Support Division in exercise and event planning meetings and conferences. Coordinates with event planners on the CIS support requirements that will be used for specific exercises and events and on the information flow requirements. Coordinates with the Computer Assisted Exercises Branch for the configuration of the associated tools. Evaluates systems and services feedback from NATO agencies for modification of future Centre, Exercise or Event Support. Supports the management and development of the new technology web and mobile applications supporting distributed events. Supports Joint Force Training Center (JFTC) abroad visits by coordinating and conducting data capture from Functional Areas Systems being used in worldwide NATO operations. Assists the Senior Engineer in the implementation and maintenance of Information Systems Security Programs and in providing technical liaison with other NATO entities and contractor support agencies on all aspects relating to CIS plans and requirements, including participation in Joint Final Acceptance Inspections. Assists drafting service level agreements with reference to CIS issues. Assists the development of JFTC instructions and guidelines regarding IS and telecommunications systems. Prepares and presents briefs to the Command on both Centre and Exercise CIS issues.
REQUIRED EXPERIENCE |
REQUIRED KNOWLEDGE |
· At least 3 years of the last 5 in CIS Process Management experience working in NATO, national military or in the private sector as a head or deputy responsible for the leading of a team · At least 3 years working for NATO, National Military Entity, or large public or private sector enterprise in the Information and Communication Technology area · At least 2 years in the last 5 developing technical documents in support of training exercises or events which demonstrate the ability to understand technical requirements and translate those requirements into delivery plans · At least 2 years of the last 5 in Project Management experience responsible for delivery a project/s to a site or multiple site |
· NATO Functional Services or national military command and control systems used in the exercise and operational environment in order to develop customer request forms and planning factors · At least 3 years of working in a multinational, multi-ethnic environment · At least 2 years of the last 5 project or exercises / event planning and developing the CIS budget requirements for these types of events · NATO hardware, networking components, and protocols required to plan for NATO exercises / events · Demonstrated strong skills in interpersonal communication, troubleshooting, and results-oriented problem solving |
DEGREE: University degree or equivalent in computer science or a related subject, or vocational training with industry recognized CIS certification and 4 years related experience

JOB RESPONSIBILITIES:
Assist System Security Officers in drafting Security Operating Procedures, System-Specific Security Requirements Statements and System Interconnection Security Requirements Statements. Review security implementations, conduct security risk assessments using Risk Assessment Tool PILAR (NATO version) on Magerit methodology or Proprietary Local (E-3A Component) method/tool for defined business applications or IT installations in defined areas. Provide advice and guidance on application and operation of physical, procedural and information technology security controls. Staff Accreditation Documentation through relevant Security Accreditation Authority and Board.

Cyber Security Incident Handling and Reporting with emphasis on post-Incident Analysis. Fusing Cyber Threat Intelligence & Analysis from all relevant sources. Engaging with NATO Cyber Threat Intelligence Stake Holders to improve quantity/quality of information exchanged. Duties: collation and analysis of Cyber Threat Intelligence; dissemination of Cyber Threat Analysis to the appropriate audiences; pro-active engagement with the Cyber Threat Intelligence Community; creation/maintenance of Standard Operating Procedures; ad-hoc tasking from the Incident Management Section; and design/maintenance/improvement of an automatic Cyber Threat sharing capability.

· Computer Forensics Tools, stand alone, online, and network · Computer Security Tools, (Vulnerability Assessment, Anti-virus, Protocol Analysis, Anti-Virus, Protocol Analysis, Anti-Spyware, etc.) · Variety of Security Event generating sources (e.g. Firewalls, IDS, Routers, Security Appliances) · Secure web design and development · Military communication systems and networks · Network, system and application level troubleshooting techniques · Excellent written and spoken communication skills, including creating accurate and meaningful reports, both technical and managerial |
EDUCATION: A degree in Computer Security or similar is ideal, but hands-on experience within an equivalent role is required
